Daley biased against the Cub fans?

Just wondering why they're so worried about people having a few brewskis to celebrate if the Cubs win. If I recall, when the Sox had their World Series win, Chicago didn't resort to such measures then. What gives? Is it really Sox fans discriminating against the Cubbies now that it's their turn to have a shot at the title? Hmmm...
